Portal is the identity layer for Cadres and a product in its own right. This manual starts with the operating model, then moves into detailed operator guides drawn from the live product manuals.

The public site keeps the emphasis on workforce identity, federation, governance, and reviewable access change. Raw API reference, route-level implementation detail, and private platform setup stay out of scope.
